Improve trade facilitation. We will intensify reform to facilitate trade and reduce trade costs. We will promote greater customs clearance, and fully realize the exchange of information, mutual recognition of supervision and mutual assistance in law enforcement among relevant departments of port management. We will accelerate the integrated reform of regional customs clearance, establish an efficient and convenient customs clearance system, and make customs clearance paperless. We will make customs inspections more targeted and effective. We will speed up the construction of e-ports and promote the development of a single window for international trade. Establish and improve the international trade supply chain management mechanism, and promote the implementation of the "certified operator" (AEO) international mutual recognition. We will clean up and standardize operational services and charges in the import and export sectors to effectively reduce the burden on enterprises.
Iii. Enhance the right of speech in international economic and trade rules. We will advance the reform of the global economic governance system and lead the formulation of multilateral, regional and bilateral international economic and trade rules. We will continue to be deeply involved in the operation of the multilateral trading system and in the formulation of international rules and control lists for export control. We will take an active part in GVC cooperation, strengthen the system of accounting for trade value added, and establish and improve GVC rules and mechanisms for sharing benefits.
Actively addressing trade frictions. We will establish a mechanism for coordinating departments dealing with trade frictions, strengthen the early warning mechanism for trade frictions and trade barriers, strengthen public services for early warning information on trade frictions, and actively provide legal and technical advice and services to guide relevant industries and enterprises in dealing with trade frictions. We will take an active part in multilateral and bilateral rule negotiations, make full use of wto rules and effectively resolve trade frictions and disputes. Analyze and evaluate foreign trade and investment laws, policies and measures, investigate and respond to China's discriminatory trade barrier measures. We will launch trade remedy investigations in accordance with the law to safeguard the safety of domestic industries and the legitimate rights and interests of enterprises.
Viii. Improve the policy system
Deepen reform of the foreign trade system. We will improve the mechanism for coordinating foreign trade policies and strengthen coordination between fiscal, taxation, financial, industrial and trade policies. We will improve policies and systems for promoting foreign trade. We will improve the administration of import and export of commodities in accordance with safety standards, environmental protection standards and social responsibilities. We will strengthen the system of supervision over foreign trade administrative examination and approval items after they are delegated to lower-level governments, and strengthen supervision over the conduct of business and over the conduct of business. We will improve the methods of customs clearance, quality inspection, tax refund and foreign exchange management, accelerate the integration and optimization of areas under special customs supervision, and support the development of new modes of trade such as cross-border e-commerce, comprehensive service platforms for foreign trade, and market procurement trade.
Strengthen the coordination between trade policies and industrial policies. We will promptly revise the directory for guiding industrial restructuring and the directory for guiding industries with foreign investment. We will promote the international development of strategic emerging industries, closely follow the development direction of science and technology and industries worldwide, make breakthroughs in a number of key and core technologies, and accelerate the formation of leading and pillar industries. We will strengthen the interaction between trade and industrial policies and encourage the outward expansion of competitive industries and production capacity. We will accelerate industrial restructuring and promote balanced development among regions. We will further deepen international industrial cooperation and enhance international competitiveness.
Improve fiscal and taxation policies. On the basis of the existing supporting policies, we will further enrich and improve the supporting content and methods, strengthen guidance of social funds, improve public services, promote and optimize the structure and layout of foreign trade, and promote innovative development, brand cultivation, product and service quality提高贸易便利化。加大贸易便利化改革力度，降低贸易成本。推进通关便利化，全面实现港口管理有关部门信息交流、监管互认、执法互助。加快区域通关一体化改革，建立高效便捷的通关体系，实现通关无纸化。提高海关检查针对性和实效性。加快电子口岸建设，促进国际贸易单一窗口发展。建立健全国际贸易供应链管理机制，推动实施“认证经营者”国际互认制度。清理规范进出口经营服务和收费，切实减轻企业负担。
